Suspending Pre-Payment Cards after death

I wondered if anyone had a documented procedure they’d be willing to share for ‘suspending’ pre-payment cards after a direct payment recipients death.

We currently do not close the Pre-payment card account until outstanding disbursements have been made but have recently had to write off an outstanding debt which has arisen due to funeral expenses having been paid from the Pre-Payment card. We also had instances where the remaining balance is distributed to the estate and then have difficulty removing this afterwards.

    Can the account be set-up with an agreement that the account and associated funds are owned by the Local Authority to prevent the remaining funds being distributed to the estate and option for LA to override access and reclaim the balance on notice of death or after any associated disbursements have been made in accordance to the signed policies and associated legislations?
